No. SB 1211 explicitly prohibits local jurisdictions from requiring replacement parking when you add ADUs to a multifamily property. This is the single biggest economic unlock in the bill.
If your property has 2 or more existing dwelling units on a single lot in California, it qualifies. The maximum number of ADUs is capped at the number of existing units on the lot — so a fourplex unlocks up to 4 ADUs, a sixplex unlocks 6, and an 8-unit-or-larger property unlocks the full 8.
State ADU law generally preempts HOA and CC&R restrictions, but enforceability varies. Our feasibility analysis includes a review of any recorded restrictions and a recommendation. In most cases, SB 1211 prevails.
Most SB 1211 projects are financed through cash-out refinance on the existing property, construction-to-perm loans, or DSCR loans on the new income. We work with a network of CA lenders who understand modular and ADU construction.
Our units are pre-approved at the state level as CA HCD Factory-Built Housing. Local jurisdictions inspect the site work (foundation, utilities, install) but cannot re-inspect the factory-built portions. Major time-saver versus stick-built.
In supply-constrained CA markets, well-designed ADUs lease in 30–60 days. Lease-up time depends on your local market and the rent positioning relative to comps.
